About

Rachel Dubin is a research analyst in the Federal Government in the United States. She holds an MA in International Affairs from the George Washington University and a BA with Distinction and Honors in Political Science with Russian language from Goucher College.  She is a member of Phi Beta Kappa and speaks, reads, and writes Russian, French, and some German.  She is the recipient of several advocacy awards.  At age 11, she testified in support of funding for deafness research before the United States Congress.  She has provided testimony to the Maryland State Legislature and the Council of the District of Columbia on deafness-related issues, and is often called upon to review accessibility accommodations for the deaf and hard of hearing community.  She is profoundly deaf and hears with cochlear implants, which she received as an adult.
