Commissioner for the Gobal Disability Summit 2025
On 15 May 2023 Hans-Peter Baur was appointed by the Federal Ministry for Economic Cooperation and Development (BMZ) as Commissioner for the Global Disability Summit 2025 at the helm of the Global Disability Summit 2025 Task Force.
From February 2021 to May 2023 he was Deputy Director-General at the BMZ for policy work within Germany; civil society; churches; federal states/local authorities.
From February 2019 to January 2021 he was Deputy Director-General for the budget; human resources; organisation; legal affairs; translation and interpreting service.
From October 2013 to January 2019 Hans-Peter Baur was Deputy Director-General dealing with sectoral issues, in particular democracy, human rights, gender equality, health, social development and, for a certain time, also with the issues of peace and the digital world. During this time he represented Germany on the board of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and represented the BMZ on the boards of trustees of the German Institute for Human Rights (DIMR) and of the German Foundation for International Legal Cooperation and on the Executive Committee of the German Academic Exchange Service.
Prior to that and since October 2012 he was Deputy Director-General for planning and policy.
In 2010 he was appointed head of the newly founded Division 111 (Cooperation with the private sector). This also involved setting up a service point for cooperation with the private sector. In 2004 he became the head of Division 112 (Private executing agencies, development and volunteers services, and the German Development Service, DED), with the special task to design, develop and implement the development volunteers service “weltwärts”.
From 1999 to 2004, Hans-Peter Baur was Deputy Head of Division in charge of peace and security and civilian crisis prevention. Before that, from 1996 to 1999, he was the Senior Policy Officer responsible for development cooperation with India in the BMZ's South Asia Division. From 1994 to 1996, he worked in the Minister's office.
On joining the Federal Ministry for Economic Cooperation and Development in 1992, Hans-Peter Baur represented the Ministry in the interministerial committee on export guarantees and was responsible for promoting private direct investment in important development projects and for Germany's private investment and development agency, the DEG, in Cologne.
Hans-Peter Baur studied law in Munich and Heidelberg, specialising in commercial, company and tax law. After receiving his degree, he completed a legal internship and worked for the German-Colombian Chamber of Commerce in Bogotá. In 1990, Hans-Peter Baur joined the civil service, working for the regional finance office in Stuttgart. In 1992, he started working for the BMZ in Bonn.

The Federal Ministry for Economic Cooperation and Development of Germany will co-host the Global Disability Summit in Berlin in April 2025.
